(Columbia, SC)  --  A lawsuit is putting another bad mark on the record of South Carolina's social services agency.  The suit alleges the Department of Social Services did not do its job to protect a six-year-old girl from a child with behavioral issues.  

The claims say the teenage boy, who is HIV-positive, sexually assaulted the little girl while in foster care.  Attorneys also accuse DSS of not telling the girl's mother that the boy has the virus.
