(Columbia, SC) -- A runoff election will determine who will fill the at-large Columbia City Council seat.
Incumbent Howard Duvall faces challenger Sara Middleton on Tuesday's ballots.
Neither candidate got over 50-percent of the vote during the municipal election earlier this month. Duvall had 44-percent of the vote, with Middleton at 36-percent.
