State lawmakers are considering bills to hopefully eliminate the heroin epidemic ravaging South Carolina.
One House measure would mean harsher punishment for the person who sold a lethal dose to a victim, attaching an involuntary manslaughter charge to the arrest. Legislators, however lowered the prison time from 15 to 5 years.
A second bill being discussed in committee, would lighten the penalty for users who alert authorities of another user's overdosing situation. The lawmakers' rationale - a drug user should not be jailed if trying to save another person's life.
