A newly released study reports the state's prison system is plagued by staffing and facility shortages, which adversely affect the day to day operation of those facilities.
The report deemed the levels of clinicians and operations staff to been unacceptably low.
In particular the panel cited Lieber Correctional Institution, one of the 5 prisons reviewed, as being at a "severe crisis level, requiring immediate correction."
