That's what Lindsey Graham told Fox News yesterday about a deal that would give President Trump more money for a border wall, but it would also reduce the number of beds in ICE detention spaces.
Senator Graham says reducing bed spaces would incentivize illegal immigration and put US security at risk.
Graham called for Trump to take as much as he can now for a wall and get the rest by declaring an emergency.
