(Richland County, SC) -- Plans for an early learning center in Columbia are being put on the back burner. The board of education for Richland School District One decided last night to cancel all contracts connected to the center, which has been on hold since permitting problems arose more than a year ago. It has cost the district three-million-dollars in associated costs since construction was halted.
