(Columbia, SC) - A Columbia police officer is accused of propositioning a woman for sex after arresting her. Caleb Oshia Hickmon-Payne was charged with misconduct in office and second-degree assault and battery after a SLED investigation. Court documents allege Hickmon-Payne offered a woman he arrested a cigar in exchange for a sex act as well as taking her to a remote location and touching her while she was handcuffed. Hickmon-Payne was arrested Wednesday.
